Why Chief Justice of India is not on panel to select Chief Election Commissioner- SC asks government

Before 2014, when the BJP came into power, the CEC was solely appointed by the Prime Minister and the Union Council of Ministers. At present, the panel has three members - PM, a Union Minister and Leader of Opposition.
